Maya H. Pack, MS, MPA

Executive Director

Ms. Pack has been working to support improved health and health care in South Carolina since 1998. She has distinguished herself through work across the state and at the local level. As Executive Director of the South Carolina Institute of Medicine and Public Health, Ms. Pack works with the Board of Directors to provide vision and strategic direction to the Institute and oversees the organization’s operations.

Kester S. Freeman, Jr.

Senior Advisor

Mr. Freeman is the retired founding Chief Executive Officer of Palmetto Health, the largest integrated healthcare delivery system in South Carolina. Palmetto Health includes a regional teaching hospital and tertiary center, two acute care hospitals, a heart hospital, a children’s hospital and a psychiatric hospital. He was the founding executive director and served in that roll from 2011 until 2020.

Yair Centeno

Director of Operations

Mr. Centeno brings over eight years of experience in the operations, business and accounting fields to IMPH. In his role as Director of Operations, Mr. Centeno leads office operations, financial and board governance for IMPH in partnership with the Executive Director. He also works in developing the annual budget, monitoring compliance with grant requirements and preparing project budgets for grant proposals. Mr. Centeno also plans, coordinates and performs administrative and support activities.

Erin Haire, JD

Associate Director

Erin Haire serves as the Associate Director for the South Carolina Institute of Medicine and Public Health (IMPH). Her knowledge and experience in the public health sector is informed by her years of advocacy on behalf of vulnerable adults and children in the Southeast. 

Justina Siuba, MPH

Project Director

As Project Director at the South Carolina Institute of Medicine and Public Health, Ms. Siuba supports the Long-Term Care Leadership Council and other multi-stakeholder taskforces aimed at improving health and health care in South Carolina. Ms. Siuba also conducts research to support the development of policy papers and taskforce reports to contribute to the Institute’s evidence-based, nonpartisan, data-driven policy solutions.

Abigail Hubbard, MPH

Legislative Initiatives Coordinator

Ms. Hubbard serves as the Legislative Initiatives Coordinator for the South Carolina Institute of Medicine and Public Health (IMPH). In this role, Ms. Hubbard manages all activities related to IMPH’s Health Policy Fellows Program and represents IMPH with members of the General Assembly, their staff and other elected officials.

Amelia Wilks

Project Coordinator

Amelia Wilks serves as the Project Coordinator for the South Carolina Institute of Medicine and Public Health. In this role, she supports the development and execution of policy-informing activities, programs, research, and communications that engage stakeholders and advance IMPH’s mission.
