What is the Roadmap? The South Carolina Institute of Medicine & Public Health serves as the one of the four organizations leading the Roadmap initiative to improve health for all by addressing nonmedical factors (food, housing, and transportation) that impact health.

The Roadmap’s Common Agenda focuses on 5 pathways

The Roadmap Common Agenda is the guiding framework to align action on the nonmedical factors impacting health. You can download the full common agenda below to learn more about each of the 5 pathways.
Policy Approaches Pathways
- Identify policy and system changes that are proven to help with nonmedical factors like housing, food, and/or transportation and have a positive financial return.
- Help community leaders and decision-makers understand policies that address nonmedical factors and how they can improve health while saving money.
In October 2025, the Roadmap lead organizations set the first policy focus as food security.
Action Items

Develop a Food Systems Policy Toolkit
This toolkit is a product of collaboration among food systems experts statewide, aiming to provide comprehensive guidance on policy changes that can enhance food security.

Create Educational Opportunities for Community Leaders and Policymakers
Educate and inform community leaders and coalitions and local and state policy makers on policies that improve health by addressing nonmedical factors.
