Director of Legislative Services
Vince Matthews is an attorney who has been working in public policy since 2004. He has distinguished himself with a unique spectrum of legislative and regulatory experience in both the public and private sectors. Mr. Matthews holds a Bachelor of Arts in Political Science from Clemson University and a Juris Doctor from Pepperdine University School of Law.
Mr. Matthews began his career as criminal defense attorney where he refined oral and written advocacy skills, and developed expertise in strategic legal analysis, both of which have been critical in his subsequent policy positions. As Legislative and Communications Director for New Jersey State Senator Nia H. Gill, his efforts were instrumental in advancing the Senator’s health policy agenda which included the enactment of The Bloodborne Disease Harm Reduction Act, and legislation which expanded health insurance coverage to adult dependent children to age 28. His executive branch experience includes serving as a legislative aide in the Governor’s office and as a Regulatory Officer in the Department of Labor and Workforce Development.
Recently, Mr. Matthews served as the Assistant Vice President for Policy Development and Governmental Affairs at RWJBarnabas Health, the largest not-for-profit integrated health care delivery system in the State of New Jersey, where his expertise in health care public policy was obtained. In this capacity, he provided leadership and strategic support for the advancement and execution of a diverse portfolio of health care related public policy initiatives. He also produced Life is Better Healthy with Celebrity Chef Sam Talbot, a videos series implemented as part of a preventative care strategy to promote community wellness, and served on the Policy Development Committee of the New Jersey Hospital Association.
His health care research policy work has involved a wide-range of health care issues pertaining to achieving affordable access to high quality health care to improve public health. Currently, he serves on the MUSC Hollings Cancer Center’s Cancer Disparities Advisory Board.
As Director of Legislative Services, Mr. Matthews oversees an array of research and programmatic activities designed to support members of the SC General Assembly in their work addressing health, including the Institute’s Health Policy Fellows Program, a nonpartisan initiative providing high-level education on health and health care issues.
